@Elsa75020 As the talk page header here notes, Rama has not been active on Commons in over 2 years. However, they helpfully created the page User:Rama/use my images that answers all of those questions:

1. You do not need to ask for authorization
2. Rama's preferred attribution is "Photograph by Rama, Wikimedia Commons, Cc-by-sa-2.0-fr"
