Although nict.go.jp lists this "non-commercial" requirement, the exact same files can additionally be found on https://www.data.jma.go.jp/mscweb/data/himawari/ which specifies in its legal notice: "Commercial use of Content is also permitted." - releasing something under CCBY is not overruled by releasing it somewhere else under CCNCBY. The photo may be protected by copyright by default (for example, the copyright still belong to the TASS photographer, Vladimir Musaelyan). The two DRs you listed are unrelated, I'd say, because they are dealing with documents called "партийный билет" (political party membership card, for comparison: File:Партийный билет КПСС.1989.jpg), while the image in this DR is taken from a document named "удостоверение депутата Верховного Совета РСФСР" (certificate of a deputy of the Supreme Soviet of the RSFSR, for comparison: File:Удостоверение ГД РФ (1 созыва).jpg) which is an official government document mandated by law. Also noting here, like at Commons:Deletion requests/File:ANDROPOV1980S.jpg, that there are two different types of documents being nominated. The first two are taken from party membership cards (партийный билет), while the third one is from a certificate/ID of a KGB chairman (удостоверение председателя КГБ).
