Hey there, thanks for taking a look. I'm the author of the work and can provide context. This file is an original research monograph that I authored and released under a free license (CC BY-SA and FAL), with a DOI for citation and persistent reference. There are no third-party rights issues to my knowledge. Regarding scope, it is intended as a freely reusable educational resource within the Wikimedia ecosystem, rather than general-purpose hosting. My plan was to integrate it with projects such as Wikibooks, where longer-form structured texts are more directly consumable. The content is modular and suitable for citation, excerpting, and reuse in relevant contexts. The Commons file is intended to serve as the media asset supporting that integration. However, if there are specific adjustments (tagging, description, or demonstrated usage) that would better clarify its role within the Wikimedia ecosystem, I am open to making changes as needed. No problem. The work is intended as a cross-disciplinary study with emphasis on nonlinear dynamics and complex adaptive systems, with connections to biosemiotics and social ecology. It explores how systems organize and adapt under environmental constraints, and is written as a synthetic framework integrating concepts across mathematics, physics, and theoretical computer science. In terms of Wikimedia use, the work functions as: 1) a freely licensed reference resource to support citation and sourcing for advanced or niche topics such as dynamical systems, topology, and viable systems theory, 2) a source of reusable material, including diagrams, definitions, and formal constructions that can be extracted into relevant articles or research, and 3) a basis for structured educational content, where portions of the text can be reorganized into more modular instructional formats (e.g. Wikibooks). The Commons file is intended as a reusable media asset supporting these forms of integration within the Wikimedia ecosystem. That's a lot of words that don't really say much. Again: can you explain specifically what the topic of this work is, and how it would be used on Wikimedia? Note that a text which has not been published outside Commons is unlikely to be suitable as a reference, and that this text would be considered out of scope on Wikibooks, as it is not instructional in nature. The work is published externally on Zenodo with a registered DOI (https://doi.org/10.5281/zenodo.18872970) so the concern about publication outside Commons doesn't apply. The topic and use cases are described in my previous response. The WikiCite project, which is part of the Wikimedia ecosystem, published reports on Zenodo previously with a DOI, so that is not entirely accurate in this context. Additionally, the reliable sources page on Wikipedia lists Zenodo alongside other preprint servers like ArXiv. By that logic, an ArXiv paper would not count as published work. Either way, the work is not being used as a published reference. The intended application in the Commons ecosystem is a source of reusable work(e.g. extracted content and diagrams), and its topic scope and use cases have already been described above. Les seules informations issues du site internet de rennes métropole et le nombre et le % de voix obtenues par chaque liste, cedites informations émanant des dépouillements et transmises par le ministère de l'intérieur, ces mêmes informations sont consultables sur data.gouv (https://explore.data.gouv.fr/fr/datasets/6481e741d4cf002ec0efec9d/?code_commune__contains=35000&code_departement__contains=35#/resources/52a11762-45b4-414f-b6a2-eaa290217dc6) qui autorise l'utilisation de ses données d'intérêt public par autrui. je n'y vois a titre personnel aucune contrefaçon ni reproduction du travail d'autrui, la carte interactive de Rennes métropole à été utilisée uniquement car elle était la plus pratique, je n'ai fait qu'utiliser les chiffres qui eux mêmes sont en libre accès et qui peuvent être librement réutiliser, les résultats des élections étant une donnée d'intérêt public.

The map itself was created using a map of the city of Rennes, a map of polling stations provided by the president of polling station No. 231, and an interactive map provided by a third party who created it.
The only information available comes from the Rennes Métropole website: the number and percentage of votes obtained by each list. This information, derived from the vote counts and transmitted by the Ministry of the Interior, can be consulted on data.gouv (https://explore.data.gouv.fr/fr/datasets/6481e741d4cf002ec0efec9d/?code_commune__contains=35000&code_departement__contains=35#/resources/52a11762-45b4-414f-b6a2-eaa290217dc6), which authorizes the use of its public interest data by others. The map I created is entirely original; it does not copy the design of the Rennes Métropole website, and the creative choices of the two maps are different (the Rennes Métropole map shows a gradient based on the participation of each polling station, mine shows a gradient based on the color of the list that came out on top in each polling station).

Even if the only information coming from the Rennes Métropole website is the number and percentage of votes obtaines by each list, it is still information you got and used without asking them first, therfore without consent. Also the link you gave don't send to the results we're talking about, it's a blank page...
And the fact that the map was provided by the president of polling station and a third-party who created it, 1) is a claim you didn't made before, the only source you mentionned until then was the website of Rennes Métropole, 2) makes it impossible for people to check if the data is correct or not: is the map of polling station correct? Up to date? No way to know, except to check the Website of Rennes Métropole, 3) doesn't mean that you have their consent to use their data, 4) even if you do, it doesn't mean they had the rights to use or give to you those data they got from someone else and 5) If, as you claim, you used several informations coming from different sources, compiled them, and made a map out of it, it clearly is a case of [synthesis of published material] which is forbidden.

Rennes Métropole n'est pas propriétaire des données utilisées, celles-ci relèvent du domaine public puisqu'il s'agit de résulats électoraux bruts, tout comme le tracé géographique des bureaux de vote, ce ne sont pas "les données de rennes métropole".
Au titre de l'Article L-321-1 du Code des relations entre le public et l'administration qui dispose que les informations publiques figurant dans des documents communiqués ou publiés par les administrations mentionnées au premier alinéa de l'article L. 300-2 peuvent être utilisées par toute personne qui le souhaite à d'autres fins que celles de la mission de service public pour les besoins de laquelle les documents ont été produits ou reçus.
Rennes Métropole, comme le ministère de l'intérieur sont des organes de l'état français qui assurent une mission de service public, ainsi leur données sont librement réutilisables, seul le design, le style ou la légende sont protegées, or je n'ai pas repris aucun des trois.

Il suffit d'appuyer tout en bas "charger plus de données" et vous obtiendrez les résultats de toutes les listes a chaque bureau de vote.
La cartographie et encore plus à des fins de géographie électorale est en elle même la compilation de différente sources, géographiques et statistiques, je ne comprends pas l'argument sur la synthèse de différente sources sur ce sujet.
Je considère à ce titre que le débat n'a pas lieu d'être, les sources utilisées relevant du domaine public comme disposé dans la loi Française.
Je n'ai jamais publié de document sur wikipédia, il est alors possible que je me sois trompé dans la formulation de ma description, mais je considère pas qu'elles relèvent d'une infraction.

Mapping, especially for electoral geography purposes, is itself a compilation of different geographical and statistical sources. I don't understand the argument about synthesizing different sources on this subject.
Therefore, I consider that the debate is unnecessary, as the sources used fall within the public domain as stipulated in French law.

Les mentions légales du site des élections de Rennes métropoles mentionnent Opendata.gouv comme leur source je comprends par "dispositions-ci dessus" dans la section des droits d'auteur les sources.
Les droits d'auteur mentionnant que c'est la reproduction du site qui est interdite et non l'utilisation de ses données. (rien n'est mentionné sur l'utilisation des données qui sont publiques)

La cartographie est en effet une compilation de différente sources, géographiques et statistiques, là n'est pas le débat.

C'est juste que Wikipédia n'est pas un site de cartographie, ou de manière générale, un site fait pour publier ses travaux personnels, tout aussi juste soient-ils. En compilant nous même des informations, nous faisons ce que l'on appel un travail inédit, ou plus précisément ici une synthèse inédite. Le problèmes de tel travaux est qu'ils sont des sources primaires, dont l'exactitude et la pertinence n'est pas démontrée car n'ayant pas fait l'objet d'une analyse par une source secondaire.

Par exemple ici pour l'exactitude: la carte est-elle juste? La carte des bureau de vote qu'on vous à fournie était-elle la bonne? Etait-elle à jour? Nous n'en savons rien. (Par ailleurs, la source de ces informations n'est pas présente dans l'article wikipédia dans laquelle la carte est insérée, ce qui pose également problème.)

Et même si c'est le cas, la pertinence n'est pas prouvée non plus: l'analyse des votes bureau par bureau est-elle pertinente? A-t-elle un véritable intérêt encyclopédique ou n'est-ce qu'un information anecdotique pour comprendre le scrutin? Quelle information peut-on tirer de cette carte autre que les chiffres bruts? Y-a-t il une corrélation entre le quartier et le vote? La quartier est-il l'élément déterminant dans ce vote ou est-ce que d'autres facteurs rentrent en compte? Comme l'âge, ou le genre? Ou d'autres éléments que cette carte souligne? Wikipédia n'est ni un site d'information, ni une base de donnée. Ce n'est pas parce qu'une info est vraie qu'elle a sa place sur wikipédia, si les gens veulent accéder à ces informations, il peuvent se rendre sur le site de la Métropole de Rennes, ou sur data.gouv

Ce que je veux dire c'est que pour que cette carte soit utilisable, il ne suffit pas qu'elle soit juste (ce dont je ne doute pas), il faut qu'elle illustre un passage qui soit lié à ce qu'elle montre. Dans le cas contraire une carte par quartier, et non par bureau, pourrait être tout aussi pertinente, ou bien même de remplacer la carte par un graphique représentant les votes par tranche d'âge ou par catégorie socio-professionnelle, le facteur géographique du lieu de résidence de l'électeur n'étant peut-être pas le plus déterminent en l'absence d'analyse issue d'une source secondaire, la pertinence de cette carte est totalement subjective.

Présenter les résultats sous la forme d'une carte par bureau de vote est donc, selon le point de vue, soit un simple affichage de données brutes sans analyse, qui n'a pas sa place sur Wikipédia, car source primaire, soit une synthèse indiquant que la lecture des résultats par bureau de vote est serait l'échelle permettant de mieux comprendre le sujet, ce qui, en l'absence de source secondaire partageant la même analyse, constitue une synthèse inédite.

Mais dans ce cas on change de problème: la carte n'a dès lors plus nécessairement besoin d'être supprimée ici, elle ne peut simplement pas être utilisée sur les articles Wikipédia tant qu'une source secondaire traitant de l'analyse de ces données n'est pas également incluse dans l'article Niivlem (talk) 17:04, 20 March 2026 (UTC)
La carte des bureaux de vote est à mon sens pertinente, la façon dont les bureaux de vote sont répartis dans la ville de Rennes se fait par quartier, il est donc tout à fait pertinent - a mon sens - de l'inclure.
Elle permet de voir, pour citer deux exemple, le fait que là ou Marie Mesmeur est donné en tête, correspond aux quartiers "populaires" (Villejean/Le Blosne) de la ville, tandis que là où Charles Compagnon est arrivé en tête correspond à des quartiers de type "pavillonaires" notamment autour du boulevard de la Duchesse Anne, le quartier environnant(Thabor Saint-Hélier) est le quartier avec le prix du M2 le plus élevé de Rennes, surtout dans la zone englobant la plus part du bureau du vote 151 ou Charles Compagnon à réalisé son meilleur score.
L'Analyse par bureau de vote est pertinente puisque que les centre de vote sont eux plus grand et donc ne permettent pas de mettre en lumière les différences entre quartiers.
Mais si je comprends bien, si comme dans d'autres articles d'élections incluant une carte, une section analysant les résultats des élections, ma carte pourra être incluse dans l'article ?
En ce qui concerne la fiabilité de la carte des bureaux de vote, j'ai pu trouvé en regardant sur internet, des cartographies des municipales 2026 reprenant le même tracé que le mien pour les BV, malheursement ses articles en questions étant payant (je pense à celui du télégramme) je ne sais pas si cela constitue une source valable de la fiabilité de mon tracé. J'entends, mais le problème c'est que, comme je l'ai dit, Wikipédia n'est pas là pour publier ses propres travaux ou ses analyses personnelles, ce n'est pas à nous d'aller chercher des données brutes, de les compiler, d'en fournir une analyse et de dire que c'est pertinent, et ce malgré tout les éléments que l'on peut avancer. C'est ça que l'on appelle un travail inédit (je vous renvoie vers le lien dans mon précédent message), ou plus précisément ici une synthèse inédite (idem je vous renvoie vers le lien précédent (en fait de manière générale, je vous renvoie vers tous mes liens précédents)).

A première vue, en effet vos arguments semblent logiques, mais nous ne somme pas politologues ou sociologues, peut-être que les liens que vous avez mis en évidence sont des liens de corrélation et non de causalité et donc qu'il y a une facteur manquant à expliquer, peut-être que votre analyse est lacunaire et que certains quartiers "populaires" ne partagent pas ce vote, et à l'inverse, peut-être que ce vote est tout de même présent dans d'autres quartiers. Et pour quelqu'un qui n'est pas de Rennes, comme moi, la carte n'apporte de toute façon pas l'analyse que vous avancez puisqu'il ne saura pas quels sont les quartiers "populaires" et lesquels ne le sont pas, il verra simplement une carte sans contexte.

La règle dans Wikipédia c'est que, sauf rares exceptions, une information ne peut être inclue dans un article que si elle est contextualisée par une source secondaire (un article de presse, un journal de recherche etc.), si on a simplement des données brutes (donc en l'occurrence, des chiffres émanant directement du ministère ou une copie brute de l'info sans analyse), il ne nous appartient pas décider unilatéralement qu'elles sont utile, elles peuvent être inclues en complément d'une analyse, mais pas tel quel.

Par ailleurs une infobox sert à résumer les informations essentielles de l'article, or dans l'article en question, nul part il n'est fait mention des résultats par bureau, et la source n'apparait donc pas.

En bref, si vous trouvez une source secondaire qui vient à analyser les résultats de l'élection dans le détail, alors oui, il sera pertinent de créer une section "Analyse" après les résultats et d'inclure vos cartes pour illustrer ce passage. Mais si ce n'est pas le cas, il ne nous appartient pas de décider si oui ou non ces informations brutes sont pertinentes ou non.

Et pour ce qui est des sources payantes, oui, idéalement on préfère les sources gratuites, mais si la seule source disponible est une source payante, on prends quand même. Niivlem (talk) 17:22, 21 March 2026 (UTC)

I'd like to remind you that several years ago, there was a similar attempt to delete the flags and coats of arms of Afghanistan, and it ended with all the files being undeleted. I have mistranslated the English license into Mongolian. Therefore, I will update the image licenses accordingly. Photographs can be used freely with proper citations if being used for public information purposes in Mongolia. @Egzs do you have evidence that the Mongolian government sources licensed their photographs under CC-BY-SA-4.0, which is a commercial license? Additionally, Wikimedia Commons does not accept content in which usage is strictly limited to educational and information (but not commercial) purposes. See COM:Licensing#Acceptable licenses. As much as I like this image, it doesn't look like it was freely licensed. Just because Kasuga drew it doesn't mean it was released under a free license, they didn't upload it themselves, and there's no apparent indication at the given source that they licensed it under the stated license. If anyone can get ahold of them and see if they'd like to confirm the license of the image that'd be great but otherwise it'll probably have to be deleted. Sorry, its my fault. Kasuga gave a permission onevery his works about wikipetan, like Every Wikipe-tan's illustrations by me can be used under the GFDL and CC. --Kasuga~enwiki 08:24, 24 September 2006 (UTC)

@Ryomaandres: : The problem seems related to the underlying image in the poster or tarpaulin material. Assuming it is a copyrighted photograph, it cannot be hosted on Wikimedia Commons because the Philippine copyright law does not allow a Freedom of Panorama clause, which would have permitted the distribution and publication of images of copyrighted works of art (like buildings, statues, monuments, murals, and underlying photographs) in public places for any purposes, including commercial, without the need for licensing permission from the people or entities who designed or created those artworks. The yellow area appears as vertical parallel lines that are out of focus.
  • The photographic effect is similar to a "gaussian blur," which is used on this project. For example, here at Category:Gaussian blurs to avoid copyright infringement the "blur" of the object, often leaves a noticeable outline of the object. This photo achieves a similar "gaussian" effect by making the background object out of focus and at night.
  • Please note, if this out of focus object was the only subject in this photo, it would be deleted as out of scope per COM:OOS, because it is a extremely poor quality photo of that object and not "realistically useful for an educational purpose."

We are a vulnerable family, with family member's suffering from Autism, ADHD, Depression and other disabilities and find the invasion of privacy very troubling..
