This is a list of almost all the criteria by which meta categories are sorted by (the "XXX" in "by YYY"). There are some categories that have unique "by YYY"s that may or may not be true meta-cats or can be renamed to a standardized form. These are being reviewed.

Inclusion rules

Category titles must end with these words and must be preceded by "by YYY".
Categories must be true meta-categories and not simply contain "by XXX" (e.g. Compositions by Wolfgang Amadeus Mozart or North by Northwest (1959 film) are obviously excluded).
Only the last one – "by YYY" – in a title counts and is the sortkey for this category. For example, only the "by country" in People by occupation by country counts, as "People by occupation" is treated as the subject, so categories like People of Cuba by occupation or People of Mali by occupation are included here. This does not apply to "by XXX and YYY" or "by XXX or YYY".
"By XXX" which are solely used in maintenance category names are excluded (e.g. Commons templates by namespace)
"By XXX" which are solely used for category redirects are excluded.
Everything is case-sensitive. (Paint by Number ≠ Paint by number)
