Last year I scan old negatives with a Kodak slide N Film scanner and use gemini Ai to clean and repair the image with a prompt. F.E. Johnson Jr. appears to have uploaded these files as part of an attempt to create an English Wikipedia article about their father. All of the files are claimed as COM:Own work, which in many cases seems questionable. Some of the photos might've been taken by the uploader's father or another family member and the copyright could've been transferred to the uploader at some point, but this can't really be the case for the scans of certificates, magazine pages, fliers, etc. Many of these seem to be nothing more than slavish reproductions of some other potentially copyrighted work; so, it's the copyright of depicted work that matters. If the uploader can provide more information on the provenance of these files, perhaps their copyright statuses can be sorted out; otherwise, I'm not sure Commons can keep them many of per COM:PCP. The photos of the various trophies/plaques have EXIF data and seem OK, as long as the uploader took the photo themselves, but in some cases (I guess) there could be a copyright involved for the trophy/plaque itself; some of these files, though, are overwritten and might need to be treated as two separate images. Finally, for reference, Commons:Deletion requests/File:Forest E. Johnson.jpg and Commons:Deletion requests/File:02 FEJ First Win.jpg started separately by Infrogmation also have the same issues; so, it might be a good idea to combine everything into one DR. If the uploader is not the author of the original article or somehow acquired the publishing rights from the author, they do not have rights to grand license to it, and cannot claim it as their own work. I'm not seeing a visible copyright notice which would've been required by US copyright at that particular time; however, I can't say with certainty that the file wasn't cropped in some way. So, this could be a possible keep per {{PD-US-no notice}} or even {{PD-US-not renewed}}; I'm not sure, though, whether {{PD-heirs}} or {{Cc-by-sa-4.0-heirs}} should be used for something like this because it seems kind of like en:copy fraud in a way if Commons were to do that. Delete all unless COM:VRT is satisfied with submissions. I have serious concerns about imputing naïvity to the loader. w:en:Wikipedia:Sockpuppet investigations/Forest Johnson Photography shows that on enWiki the uploader is a socklpuppt of an editor who appears to be https://www.forestjohnson.com/ and https://www.forestjohnson.com/about/ shows a gentleman of that name. Photography businesses tend to be highly knowledgeable about the laws of copyright, thus I see every appearance of a knowledgeable person attempting to drive a coach and horses through Commons. COM:PCP tells me that correct licencing is absolutely required and that there is little or no benefit of the doubt to be given. - Yes, it's unfortunate perhaps, but I'm not sure whether these are all worth the time an effort in trying to sort out now that the uploader has been indefinitely blocked (both of their accounts are blocked) on English Wikipedia. I want to believe this is just someone who wanted to create tribute to their dad and just didn't understand how Wikipedia worked. Given the fact that also they appear to be a professional photographer, you'd kind of expect them to have a little more knowledge about image copyright. Even though I'm still willing to assume good faith, I don't think they're going to be able to successfully get their accounts unblocked on English Wikipedia, at least not for anytime soon. So, there's now a question as to whether these photos now have become more like a case of personal photos than photos that have any reasonable encyclopedic use since the whole point of the uploader uploading them seems to be to use them in a Wikipedia article about their dad. The scans of printed works perhaps could, I guess, be kept if they're deemed to be within public domain, but the photos themselves might not have the same encyclopedic value as they had a few days ago, even with VRT verification. The articles/drafts the uploader tried to create have all be deleted for being too promotional and for being violations of the uploader's first block; so, any new attempt to create an article about the uploader's dad is going to need to done by someone who's completely unconnected to the subject matter. In Commons:De minimis, the version of the Copyright Act introduced in 2012 is described, but the scope of the provision was further expanded by the 2020 amendment.
Overall Purpose
Before the 2020 Amendment (2012 version) The provision allowed the use of copyrighted works that unavoidably appeared in the background of photographs or videos. The focus was on “incidental and unavoidable inclusion.”
After the 2020 Amendment (2020 version) The scope was expanded so that copyrighted works incidentally included in photos, videos, screenshots, or livestreams can be used without permission, as long as they are not the main subject. The focus shifted to “incidental inclusion, regardless of whether it was unavoidable.”
The Japanese wording of the provision after the amendment is as follows.

Weak keep One of the major motifs of this photo is a combination of skewed, slanted, and ortho lattice patterns illuminated by the light through the lattice (from both the ad and the inside of two buildings), so it cannot be cropped or blurred although the ad could be replaced with others at the time of taking. On the other hand, the photo of a girl (the only copyrightable part of the ad) is blown out, that means the ad is used as a light source not as the subject. Also the artistic representation of the photo of a girl is blocked with the lattice. Thus, it could be de minimis according to Art. 30-2 of Japanese Copyright Act. - Its use on zh:范孝三 implies an author who died in 1961. According to COM:China, that would make the painting PD, at least in China. However, for it to be hosted on USA servers, the painting would have to be published before 1931. - True but I've linked to a peer reviewed article that doesn't credit the human author. Which means I've done just enough due diligence to allow the file to be {{PD-anon-expired}}.
