From this point of view, FC Dynamo Kyiv should qualify as an agency and thus is not covered by VRT permission. These photos also were not first published on Football.ua, they are all published on FC Dynamo Kyiv website under copyright

No matter, no one who came up with a sign in the 90s can be dead for 70 years today, therefore it can only be used as an unfree image on wikipedia I reckon. This specific glyph is NOT thousands of years old, nor is it used in the context of a typeface, where we have some more leniency, see here. Instead this symbol is a novel artwork and emerged towards the end of the last century, though it might drawn on previous works (as do most works of art) its particulars, its orientation, and its use in religious contexts not writing systems all make it something more than just an upside down letter A. The abstract idea of an ideograph showing a bull’s head is not copyrightable, while all individual and novel executions of the concept are, thus this artwork should be deleted until it has passed into the public domain. It's a bronze-gilded pendant discovered in a Slavic burial mound in the Hluboček forest near Hluk (Uherské Hradiště) and it is dated to around 7th and 8th centuries.The pendant shows a bearded male face framed by three rounded protrusions on each side. A notable archaeologist Luděk Galuška proposed a hypothesis, that these protrusions may represent stylized cattle horns, which lead him to suggest that this could be a depiction of the god Veles.
While speculative, as is no way to confirm or disprove it, if this reading is correct, it would represent the only known depiction of Veles in the world.

This is Swedish magazine and the picture was taken in Sweden, therefore Swedish laws and legal praxis should apply. I double checked and it is legal to take an image of the cover.

  • -1- Here is a Swedish lawyer commenting copyright specifically for book covers. TL;DR You are not allowed to republish the entire book or large parts of the book. However, taking a picture of the cover and using it publicly (e.g. in public reviews, descriptions, etc.) is allowed. The lawyer who replied also referenced 12 § in the Swedish copyright law.

I checked praxis on Wikipedia and noticed three things:
[1] There are images where cover page is partially visible. Here are some examples.
Would it be fine to retake the images and make the cover page partially visible?

[2] There are cover images in lower resolution.
I researched some more and noticed that there is an option of non-free upload to Commons, which specifically mentions covers.

[3] Some cover images get "copyrigth permission" from the copyright holder

  1. The situations you describe initially are all based on "Fair Use" which is possible on WP but not possible on Commons. Note also that the cited page says, "For private use, however, it is okay to publish certain excerpts from the book or take a picture of the book and post it (Section 12 of the Copyright Act)." Use here is about as far from "private use" as you can get.
  2. The Time magazine covers are all very short texts which cannot have a copyright in the USA. Anything with a photograph has a copyright until it expires.
  3. Several of the photographs of collections of periodicals now have Deletion Requests, as they are clear copyvios. The ones that do not have DRs show only a small part of the covers.
  4. The magazine must send the free license using VRT. We have seen too many forgeries, so anything forwarded by you is not useful.
  5. The magazine must send a free license, CC-BY, CC-BY-SA, or something similar. A license "for use on Wikipedia" is not acceptable. Licenses here must be free for any use anywhere by anyone.

About points 4 and 5:
I understand. I didn't plan on forwarding anything and it's good to know that I shouldn't either. In Swedish context, posting a cover is not a big deal, I think. Compare to other countries, much more data is public and is shared freely, both company data and personal data. So I sent a message to the magazine and got a reply from their editor-in-chief that they'll email the permissions. I suggested to use Wikipedia template posted here: Commons:Email_templates#Email_message_template_for_release_of_rights_to_a_file

Yes, it looks like the caption is incorrect, not Mary Gish with her striking eyes. But it is a good picture of the very young Gish sisters. I cannot find a reference to "Her First False Step."
