Thank you for the response. To clarify the policy question: Wikimedia Commons scope is determined by COM:SCOPE which states files must be "realistically useful for an educational purpose." Cover art for a published novel with verified ISBNs, retail listings, and a Wikidata entity meets this standard. Commons hosts cover art for self-published and independent works regularly.

Regarding zero Amazon reviews — the book was published December 2025 and is actively sold at Amazon, Barnes & Noble, Goodreads, and Booktopia. Retail links and ISBNs were provided above.

Regarding LibraryThing — LibraryThing holdings are not a Commons scope requirement.

A correction to my original request — the publication date of The Grid is December 10, 2025, not December 2024 as previously stated. I apologize for the error.

Regarding zero reviews — a lack of reviews does not indicate a book does not exist. It indicates it has not yet been widely read. These are fundamentally different standards. Wikimedia Commons scope policy at COM:SCOPE requires that files be "realistically useful for an educational purpose" — it does not require commercial success, reader reviews, or library holdings.

Notably, the respondent was able to locate this book on Amazon, Barnes & Noble, and Goodreads and reference its Wikidata entity by number. The ability to find and cite a work across multiple retail platforms is itself evidence that the work exists and is publicly accessible — which is precisely what Commons scope requires.

Regarding ISBNs — the cost of registration is irrelevant to its function. ISBNs are required by Amazon, Barnes & Noble, and Goodreads to list a book for retail sale. The presence of verified ISBNs across three formats confirms retail distribution — not merely that money was spent.

The Grid was published December 10, 2025 — less than seven months ago. Every published book had zero reviews at the moment of publication. Applying a reviews threshold to Commons eligibility would require deletion of cover art for thousands of independently published works currently hosted here.

I am the copyright holder. The license is valid. The file supports a verified published creative work. The scope criteria are met.

Undeletion request – Files deleted as copyright violations while VRT permission process is ongoing

I respectfully request that these files be restored, or at least that restoration be considered after the ongoing copyright permission process is completed.

Before the deletions, I had already been corresponding by email with VRT volunteer Alfred Neumann, who requested clarification regarding the authorship and copyright ownership of several photographs and book covers. I have been responding to his questions and providing the requested information. The permission process has not yet concluded.

Several of the files were deleted while this discussion was still in progress. Some images even were not given any deletion notice they were included in bulk deletion. Some of the images also appear on Manomay News, a website that I own and manage, which may have led to concerns that they were copied from an external website. However, I am currently working through the copyright ownership and licensing questions with the VRT volunteer.

I am not requesting that the files be restored without review. Rather, I respectfully ask that they be restored if and when the VRT permission process confirms that the required permissions have been obtained, or that they remain available for restoration once that process is complete.

The deletion reason states that the file was a copyright violation and points to the source: https://www.instagram.com/p/DWfyPjdGS28/. However, the Instagram account that posted the image appears to belong to the same person as the Commons user who uploaded the file. He is a professional photographer. If the file was downloaded, the metadata should tell that.

I came across the uploader's user talk page to request that they upload more photographs after seeing their image of actor Jayaram, which is now used in his infobox. For many years, the article had used an outdated photograph in the infobox. The image also has verifiable metadata. The Arena was built in 1993-1996 and it was designed by the living engineer it:Massimo Majowiecki and by the architectural firm Interstudio (in particular by the living architect Antonio Vecchi). It was commissioned by the Municipality of Pesaro (see here and here), therefore it fell under Template:PD-ItalyGov in 2017. This book has been released by its author as CC-by-sa years ago. I had uploaded it at the time thanks to that license declaration on the book's page at the publisher's site, still visible here.

Some time later, someone notice a different and non-free license declaration on a different page, and I agreed it looked like the file was not intended to be released under a free license, because I thought it was the same page, now updated with a different license, and the file was deleted.

However, both pages have been in this state for some years now, and I believe the file should be undeleted, because it does look like the author intended the CC-by-sa, and the non-free license mentioned in the download page is mistaken; this is supported by the page author's explanation on that very download page: "Please respect the Creative Commons Attribution-Non Commercial 3.0 United States License, which permits wide sharing and use rights, as long as attribution is made. If you intend to do more than read the book, please click here to read more about the rules governing this license." -- while linking to the CC-by-nc license, they describe it as "wide sharing and use [...] as long as attribution is made", without describing an NC limitation. Taken together with the CC-by-sa declaration still visible here, on the same site and about the same book, I think it's clear there was some confusion in naming the license in the download page. Since it was commissioned by the Municipality of Udine (see here and here, p. 11), it fell under Template:PD-ItalyGov in 2018. There is no Freedom of Panorama in the Phillipines, the sculpture is copyrighted, and the sculptor must grant permission for a free license of photos of the work in writing. Files on Commons must be able to be used by anyone for any purpose including commercial. Thus we cannot restore until copyright expires or Phillipines gets FoP. This file was nominated for deletion solely because it showed Morocco's de facto control over the Western Sahara, which it indeed controls the great bulk of. To my shock, it was deleted per nom. When I objected in the User talk:Jameslwoodward#Why thread, the closing admin wrote: "Morocco may control WS, but it is not sovereign there." I consider that an absolutely invalid reason to delete a file, an application of a point of view about international law or legitimate sovereignty which should have no role in the deletion of any file. Commons is not supposed to push points of view, but merely to provide potentially useful files. For the record, I do not support the Moroccan occupation of Western Sahara, but I don't think my viewpoint or Jameslwoodward's are relevant to whether a file is potentially useful and should be kept. This seems like an unusual deletion decision. We usually keep maps depicting disputed territories (like Taiwan, Kosovo, Crimea, Northern Cyprus etc.) as long as they aren't hoaxes or the result of the uploader's imagination. As I stated in the DR, the territorial claims appear to have garnered enough public attention to prompt the UN to send people for an assessment of the local situation giving this map documentary value in illustrating the territorial claims. Not sure how Wikipedia commons pictures and links and stuff work exactly. The original author of the article (Paul Thompson) has sent an email and confirmed that its fair use for Mach-Hommy's Wikipedia page. Even after sending the email and agreeing to everything, it still got a request of removal from Wikipedia. I don't know what more I can do for Paul that can confirm its fair use on Wikipedia, so if its possible to get the picture back on the site that would be great.
