I would like to upload a noise-reduction restoration of the official NASA image File:STS-51L_riadiace_stredisko.jpg (filename in Slovakian; "command center"). Having digital image artifacts (in this case heavy color noise) in such a pronounced manner significantly distracts from the subject depicted. It is not historically detrimental to remove these unwanted artifacts because digital cameras (which create noise) did not exist in significant capacity in 1986. (Specifics: Noise reduced by about 2/3rds of original level. Slight sharpness loss, but isn't noticeable without direct comparison of both original and restoration images. Slight brightness/color mottling is still visible most prominently on the wall of the control center. Professional-grade paid software could alleviate this.) If its from the government, in the case its from the Jaringan Informasi Kearsipan Nasional (JIKN) or otherwise known as the country's national archive gov. site. Sadly I only have the physical copy of the picture. No info on who the photographer was however, but likely part of the Indonesian Government Apparatus. This picture is taken in the US, during one of Indonesia's first delegated meeting in August 1947. In Indonesia's case, images Prior to 1965 is considered as Public Domain. In the 4th (or so) page it is written: "Verko sen aŭtorrajtoj" and that in Esperanto means "Work without copyright" in other words, in the public domain. I can understand why an editor would choose to encamp Wyoming in the same category as other states who ratified the amendment as part of the main phase during the campaign; no other state had done so for a century by that point, and it was only a few years away from the sudden explosion of ratification, so the chronological proximity fits more appropriately. But that does not automatically mean that it's more appropriately categorised with the chronologically closer than the chronologically further. By the time Wyoming ratified it, the amendment was still in the middle of being dormant as it had been for years and years and years, creating a distinct period from becoming dormant until renewed interest. And while Wyoming was indeed chronologically (much much) closer to renewed interest than the most recent ratification up to that point, we still had to wait a few years more from that for the amendment to be undormanted by the campaign. In other words, we were still in the same wayside period we were in when Ohio ratified it, not quite yet the main phase. Furthermore, Wyoming did so for more similar reasons to Ohio than subsequent states (protest votes rather than campaign lobbying.) I hope that makes my point that Wyoming is more appropriately periodised with Ohio, or at least a different colour altogether if it's too chronologically removed for everyone else's tastes, rather than the main phase states, as chronological proximity on its own is not enough. I tried to overwrite the image myself with this installment, only to find out that only autopatrol users are allowed to do that now. I am the current owner of the Syrian Civil War map (ISW-CTP).svg on Commons. Since the transition from Live.UA, I have been solely responsible for regularly updating the map. However, I have some concerns about the ability of other editors to contribute to this map.

The original map from the transition, Syrian Civil War map.svg, has remained stagnant following the resolution of the edit war and has not been updated since. Consequently, the responsibility for maintaining the map for the civil war has fallen entirely to me. While I have been committed to this task, I recognize that I cannot sustain this effort indefinitely. The map was initially created as a proposed scenario, exploring the use of sourcing similar to the Russo-Ukrainian war map team, with which I was formerly involved, as a potential solution to the stalemate. I did not anticipate that this map would become the primary one, nor did I foresee that I would assume the sole responsibility for updating it.

Given that my interest and capacity to update this map may wane in the future, I kindly request an exemption for this file, allowing other editors to override and update it. This would enable collaborative editing in the same manner as the Russo-Ukrainian war map team and ensure the map remains updated even when I am no longer able to contribute. Indeed this wouldn't ensure more editwars, but there are some users that are also concerned with how the map should be laid out and, I would think, should have the opportunity to have it updated. Completely different sources but exactly the same edition and page layout. I proposed “overwriting” so that Wikisource and such can automatically start using this different scan (I uploaded it specifically for Wikisource). How could I go about, well, migrating instead?
I understand that, on the subject of pictures or other general images, different versions usually deserve separate files. However, this is a book that Commons is making available, I don’t understand why there would be a benefit to simultaneously storing a lower-quality version, which users could mistakenly access instead of the better file. When I saw “low-quality”, “lower-quality”, I mean looow quality. The letters are all blurry in the current scan. Really inadequate for a project like Wikisource, which aims for fidelity to the original. Especially this old book, whose spelling choices need special care and may differ only by a single character. Indeed, the scans are not from the same copy of the book, but they are of the exact same edition — the content is exactly the same. Yes, there are handwritten notes in both scans, but those are not why we have the file, and neither book has more or less notes. (Other than library data) the scan I uploaded does have a single note on the first few pages; I am not convinced that this single note makes this scan considerably different from the current one, and definitely not lower-quality (again, it's the opposite).
If you insist that the file should not be overwritten, please direct me on how to replace the file usage on Wikisource. It doesn't seem like I'll receive answers from anyone on there. Polomo47 (talk) 22:16, 28 December 2024 (UTC)

This needs a bit of an explanation. The source for both files in the request is a public domain file that is updated every few days: the first preserves the April 1, 2024 version, while the second is currently reverted to a 2017 version (but contains several later versions in its history, including the April 1, 2024 version). There also exists a File:NEA by survey.svg page, but it currently redirects to the first.

The main use of the files on Wikipedia is in en:Near-Earth object, for which the most current annual update is enough. There is no further use for previous versions. Therefore, it would be best to have a single file (File:NEA by survey.svg) that can be overwritten once every year. (This can already be done for three other files from the same source: File:NEA 1 km or more.svg, File:Known NEAs.svg & File:NEA by size.svg.) This could be achieved by first deleting File:NEA by survey.svg (as the current redirect page) and File:NEA by survey (1995-2024).svg, then moving File:NEA by survey (1995-2017).svg to File:NEA by survey.svg (thereby preserving the history), and then allowing overwriting for that file. I discussed this course of action with an administrator (which is also in line with a comment another admin, Abzeronow made at File talk:NEA by survey (1995-2017).svg) and initiated the first step by submitting a speedy delete request for File:NEA by survey.svg.

However, it seems the speedy delete is not so speedy, while it's already time for the annual update (which I already completed for the other three files from the same source). So, changing the order of action, I request to allow overwriting of both File:NEA by survey (1995-2024).svg & File:NEA by survey (1995-2017).svg, so that the updated file (the December 31, 2024 version which I saved yesterday in advance) can be displayed both before & after the above detailed deletes & moves. I made a version of the file that looks nearly identical (except some text I moved a few pixels), but I grouped and labeled the layers logically and fixed their hierarchy - so that bodies of water no longer cover up text. This was in preparation to making a separate English version. But by fixing up the original in Russian, the different-language versions can stay visually more alike and translating it becomes easier for everybody. I noticed that the German and Esperanto version of it already had some divergences to hack around the layer hierarchy issue.
