This user is, of their own volition, no longer very active on Wikimedia Commons. This is not indicative of breaking any Wikimedia policies.

I agree with the claim in this Signpost op-ed that Commons:Project scope is too broad. It should be narrowed to what it originally said, "that [all] files uploaded ... have to be useful for some Wikimedia project." I also believe that Commons should ditch the requirement that a file be free in its Berne country of origin; that is, it should only consider US copyright law.
