Commons:Questionable Flickr images
Flickr (https://www.flickr.com) allows users to upload images and mark them with any of four Creative Commons licenses. Normally images published under Creative Commons Attribution (CC BY) and Creative Commons Attribution Share-Alike (CC BY-SA) licenses are suitable for upload to Wikimedia Commons. However Flickr does not verify that users have the rights to the images they upload, and we can't accept images that aren't licensed by the image owner. This page lists Flickr users and images that have been questioned in the past, and links to the discussion.
When you upload a Creative Commons licensed Flickr image, check this page to see if the image or user has been questioned before. When a Creative Commons licensed Flickr image has been decided to be probably improperly licensed, list it here, so the question doesn't come up again later.
Evaluating Flickr image permissions
A Flickr image that has been scanned out of a magazine, or a television or movie screenshot, is almost certainly not the Flickr user's to release.
If the image seems to have been posed for in a photographic studio, it is unlikely to be the Flickr user's, unless the user is a professional photographer. Those that are professional photographers generally state as much on their user profile, and give their professional details.
Take a look at the other images uploaded at approximately the same time by the Flickr user. Were they all taken in the same geographical location? Do they all use the same kind of camera, if a camera is specified? If not, it is not likely they were all taken by the same person.
Take a look at the user's entire photo stream. If it contains a number of obvious copyright violations, such as magazine scans, or television or movie screenshots, it is likely the user does not follow copyright.
Another rule of thumb is image size: a very large image is likely to have come from a flickr user's digital camera, whereas a low-resolution image may have been downloaded from a website.
The best candidates to be genuinely a Flickr user's photos to upload are personal photos, pictures of landscapes, buildings, monuments, and other tourist type photos, and pictures of celebrities at public appearances, such as conventions, ceremonies, and book signings.

Automated review
Administrators can copy the list of NSIDs to User:FlickreviewR/bad-authors. All Flickr images from authors on this list will cause FlickreviewR to put the {{FlickreviewR/bad-author}} template on the image and put the image in Category:Flickr images from bad authors. Additionally the License-reviewer-script checks this list for bad authors and throws a warning to the license-reviewer when they review an image.
