- I don't claim to be particularly well-versed in copyright law, but I feel pretty certain that your interpretation is erroneous.
- Firstly, what are you referencing to support the claim that works published by the YPG is not protected by the Syrian government?
- Secondly, by claiming PD, you are claiming the graphic meets the exceptions provided under Law No. 12/2001, namely: 1) official (government) documents, 2) daily news, 3) the author has died + 50 years have passed, 4) 50 years have passed since first publication if author is anonymous, 5) audiovisual, broadcast, cinematography work older than 50 years, and 6) photographic, fine, and plastic art older than ten years. So which one of these is it?
- Thirdly, even if your claim that the work is not protected by the Syrian government was true, for it to be hosted on Wikimedia Commons it also has to be PD or available under a free license in both Syria and the USA. Fernand Léger died in 1955, so these works are in the public domain in France now. However, all of these paintings were created after 1930, so (because of the URAA) they are still protected by copyright in the United States, and the files should be deleted.
They can be restored 95 + 1 years after creation (assuming publication in the year they were created) or 95 + 1 years after first publication if that is known to be later than the year of creation. I will add notes and undeletion categories.

Fernand Léger died in 1955, so these works are in the public domain in France now. The following files shows paintings which were created while Léger was living and working in the US (October 1940 to mid-1945), so while the URAA most likely does not apply (if the works were first published in the US, which is not entirely clear), one of the PD-US tags (like PD-US-no-notice or -no-renewal) might apply. We'd need some evidence for that though.

I was focusing on whether the speech was below the TOO but I forgot about the whole sound recording thing. If anyone can find a loophole in American law that allows us to host this, I'll be eternally grateful to you, but if not, down the bin I guess. Because this is not the official recording, but rather just from some person with a radio (I contacted them on Reddit, but the terrible quality is proof enough), and under Serbian law only the first recorder of a sound gets protection (if recording a signal even counts as recording a sound), this is probably ok for the source country, but probably not for the US. - If Commons wants to adopt a policy of automatically deleting photos from accounts with less than n photos, it needs to establish what number that is and create a policy anyone can read and refer to.
