• If you read the DR discussion for the file you linked, the reason it is kept because it is believed that the Spongebob hot air ballon was authorized by Nickelodeon Brazil (hence permission was given by them).
• The problem of this nominated image is not about the FOP in Mexico, the problem is the sign itself is infringing the copyright of the Pokemon character, Pikachu.
• Unless evidence is provided that Pokemon Company had given permission for their copyrighted character to be used in this sign, then this image needs to be deleted.

Также не стоит забывать что анонимная публикация отличается от публикации с неизвестным (неуказанным) автором. Не надо так делать, удаление авторства, которое указано на странице госоргана занимающегося памятниками истории и культуры, и было указано в файле на момент вынесения на обсуждение ни к чему хорошему не приведет. Как я уже указал в описании отмены правки, то что автор фотографии не указан под фотографией в скриншоте ничего не значит, он может быть указан в конце книги в списке авторов фотографий, может быть не определён автором книги, может Вы "улучшили" фото и удалили его перед загрузкой, может удалил его кто-то другой кто разместил фотографию на другом ресурсе и тд и тп. (But I still think it's M. Velichko (1898-1986), as it's listed here). As I have told you many times, this photograph has been published repeatedly in Soviet literature without attribution, notably in books by Gorbatenko, Belikhov, and others. Gorbatenko dates the photograph to the 1910s, and Belikhov’s book was published in 1950. In the 2022 edition, Gorbatenko already dates the photo to the first third of the 20th century. These are in positions where they either cover aircraft features or are over clouds or other subject that cannot be easily cloned/healing-tooled over, and are in positions where they cannot be cropped out. Given the sheer number of aircraft photos on the Commons, of the same types of aircraft and often the exact same aircraft, I would argue these have no reasonably foreseeable educational use. No reasonable editor would use these photos over alternatives that are not watermarked. Also may fail COM:ADVERT.

ЛенНИПИгенплана was a soviet 100% state-owned agency, and it was dissolved in 1994.
