Winnipeg in mid-February under the influence of an Arctic high. The air is clear and very cold, and even a slight breeze creates a high wind chill factor. The temperature on this day was -35°C. Because virtually any vapor brings the air to saturation, moisture from cars, homes, and industry builds up as ice fog.
