Home-made or deemed-to-comply aren't really firestops. Someone crammed something into the hole in hopes nobody would question it, typically for purely economic reasons, sometimes ignorance. At times, perpetrators are clever about it, such as pointing out the flame-spread rating of the substance used, which does not a firestop make.
