Photo is dated to be from the 60s per this album cover (see this YouTube upload which dated one of the songs on the record to the 1960s). Description in Khmer states that the Sinn Sisamouth association (who would be the modern copyright holders of his albums and photographs), allowed this photo to be uploaded to Commons, despite which the uploader uploaded it under a CC0 license as an own work.
