PD-СНГ?

Здравствуйте. Недавно столкнулся с таким интересным казусом, на который сам ответа найти не могу: Государственные награды РФ подпадают под {{PD-RU-exempt}}, а как быть с наградами официальных органов СНГ? К примеру, Комитет Верховного Совета СССР по делам воинов-интернационалистов был постояннодействующим органом при Верховном Совете СССР, под решениями которого подписывался лично Председатель Совета. Сейчас этот комитет находится при Совете глав правительств государств-участников Содружества (СГП СНГ). Действует ли принцип правонаследования, и вообще каков статус органов СНГ применительно к правилам Commons? Некий Sasha Krotov, ссылаясь на ГОСТ 30470-97, загрузил под лицензией PD-RU-exempt проект флага СНГ: File:Flag of the CIS technical details.png (под той же лицензией находятся некоторые файлы с наградами и знаками отличия СНГ: File:Orden Sodruzhestvo.jpg, File:Орден «Содружество».png, File:Эмблема АТЦ СНГ.jpg, плюс целая категория, с подкатегориями, где используется символика СНГ (“производные работы”, насколько я понимаю): Category:Commonwealth of Independent States). Возможно ли под той же лицензией разместить утверждённые подписями руководства эскизы и/или фотографии наград СНГ? Вообще, предусмотрена ли какая-бы то ни было отдельная лицензия для органов СНГ? Извините за то, что докапываюсь до таких мелочей, но хотелось-бы заранее перестраховаться, чтобы бдительные админы меня впоследствии опять не «разоблачили» в предумышленном нарушении чего-то там. — George Serdechny 12:34, 22 December 2012 (UTC)
