Speedy deletion in the Arabic Wikipedia

Hello everyone,

I have been contributing to the Arabic Wikipedia for a while. I keep facing the same administrative problems, so I am asking here for advice.

The main issues I see are:

Articles that clearly meet notability rules are deleted without discussion. The admin does not say which part of the speedy deletion policy was used. When I ask, the admin either ignores me or sends me to a "deletion request page" that stays unanswered for months.

Other admins usually defend the deleting admin personally. They do not look at the problem itself.

The Arabic Wikipedia has no working independent body to review admin actions or handle complaints.

I think these problems may also exist in other small Wikipedias. I would be grateful for any advice on how to deal with this or suggestions for a neutral mechanism to handle such behavior.

• Hi @Mutasim Elmahadi: as a starting point, I suggest reaching out to one of the global sysops and asking them to comment here with their advice, preferably to one of them whose user page indicates that they can understand the Arabic language. To: The Universal Code of Conduct Coordinating Committee (U4C) and the global Wikimedia community

Subject: Drawing on experience to help reform administrative practices

I have been an active Wikimedian for four years, contributing to 21 projects with over 30,000 global edits. My academic background is in Library and Information Science (PhD), specializing in digital content and open access.

Through my modest but sufficient experience, I have observed how recurring administrative patterns – such as arbitrary speedy deletions, the failure of local appeals, and a culture of solidarity among some admins – can discourage contributors and create barriers to free knowledge.

To clarify what is meant by "solidarity among admins" in this context: - The required positive solidarity: standing with the new or inexperienced user, explaining policies kindly, and helping them understand and correct their mistakes, based on the principle of "assume good faith". This type benefits the encyclopedia and encourages participation. - The negative, biased solidarity (which I have documented in my experience): where solidarity becomes a "defensive wall" around a fellow admin who made an incorrect decision (such as deleting a clearly notable article), solely because it came from a colleague, instead of correcting or guiding them. This type makes it harder to correct administrative errors and hinders effective review mechanisms.

My goal is not to highlight my own case, but to offer my experience and insights to help improve the administrative environment, especially for new and less experienced users. I believe that fair, transparent, and humane interactions are essential for knowledge equity.

I am ready to assist, as a volunteer, in developing practical solutions: whether through monitoring, mentoring, or simply contributing to a constructive dialogue on how to apply policies with empathy. I hope my record and qualifications speak for themselves.

Is there data available for CentralNotice recruitment?

When we run a campaign that involves a CentralNotice banner, do we have data available about click-throughs? Like the number of people who sign up after clicking the banner, or number of logged-in users who click it, and so on? Seems there's sometimes a decision of whether to show a banner to all users to logged in users, and the extent to which similar banners have been effective with either group could inform future decisions. — Rhododendrites ^talk \\ 12:18, 2 June 2026 (UTC)

@Rhododendrites: Professional campaigns have tracking enabled that is logged in the data lake, including displays, clicks and closes when they are logged through schemas. This can only be accessed by NDA-ed users, particularly WMF and WMDE staff.
However, CentralNotice admins who are also Wikimedia Stewards can also access Turnilo where there is limited data, see Help:CentralNotice/Metrics, but this is also NDA-ed and not everything can be shared publicly. Alongside, Pageviews can be tracked anyway and often equal "clicks".

أطرح هذا النقاش على الميتا لأن المشكلة لم تعد مجرد مسألة محلية صغيرة داخل ويكي الكتب العربية، بل أصبحت متصلة بفهم أحد مشاريع ويكيميديا العربية لهويته ووظيفته الأساسية.

ويكي الكتب العربية يعاني منذ زمن طويل من تشتت واضح في معنى المشروع وهدف وجوده. لم يعد من السهل على القارئ أو المحرر الجديد أن يفهم بدقة: ما هو ويكي الكتب؟ هل هو مكتبة كتب تعليمية؟ هل هو مدونة؟ هل هو مكان لنشر الروايات والقصص والخواطر؟ هل هو موسوعة معلومات عامة؟ هل هو بديل عن ويكيبيديا؟ هل هو بديل عن ويكي مصدر؟ هل هو مساحة للحديث عن الفرق والطوائف والمذاهب والمصطلحات الدينية والسياسية؟

هذا الغموض أثّر في شكل المحتوى، وفي الفهرسة، وفي قرارات الحذف والإبقاء، وفي قدرة المشروع على جذب مساهمين يعرفون ماذا يكتبون، وأين يكتبون، وكيف يطورون الكتب.

المشكلة ليست في وجود صفحات ضعيفة فقط. كل مشروع ويكي يحتوي صفحات ضعيفة أو قديمة أو تحتاج إلى صيانة. المشكلة الأعمق هي أن ويكي الكتب العربية لا يملك حالياً تعريفاً عملياً صارماً يجيب عن السؤال الآتي: ما الذي يجعل الصفحة كتاباً مناسباً لويكي الكتب؟

نتيجة هذا الغموض، تظهر في المشروع أنواع متعددة من الصفحات: صفحات تشبه الكتب التعليمية فعلاً، وصفحات أقرب إلى مقالات ويكيبيديا، وصفحات تشبه المدونات أو الخواطر، وروايات ومجموعات قصصية، وصفحات تعريفية بكتب أو مؤلفين، وصفحات ذات طبيعة دعائية أو ترويجية، وصفحات عن فرق وطوائف ومذاهب ومصطلحات لا تُبنى دائماً ككتب تعليمية محايدة ومنظمة، وصفحات موسوعية عامة تجمع معلومات دون بنية تعليمية واضحة.

وهذا يطرح سؤالاً حاسماً: هل كل نص طويل، أو كل كتاب حر، أو كل مادة مكتوبة، تصلح أن تكون في ويكي الكتب؟

في رأيي: لا.

ويكي الكتب، بحسب فكرته الأصلية في مشروع Wikibooks، ليس منصة لنشر أي نص طويل. وليس مكاناً لنشر الروايات الأصلية، ولا المجموعات القصصية، ولا الخواطر، ولا السير الشخصية، ولا الدعاية، ولا المقالات الموسوعية المنفصلة.

ويكي الكتب ينبغي أن يكون مشروعاً للكتب التعليمية الحرة، أي كتباً دراسية، وكتباً تعليمية، وأدلة عملية، وكتيبات تعليمية، وكتب تعلم ذاتي، وكتب أطفال تعليمية، ونصوصاً مشروحة تعليمياً، ومراجع منظمة إذا كانت مبنية كبنية كتابية لا كمجرد موسوعة مقالات.

لذلك يجب التمييز بين كتاب تعليمي عن كتابة الرواية، وهذا مقبول، وكتاب نقدي أو تعليمي يشرح عملاً أدبياً، وهذا مقبول، ونص أدبي مشروح تعليمياً، وهذا يمكن قبوله إذا استوفى الشروط، وبين رواية أصلية منشورة كما هي، أو مجموعة قصصية أصلية، أو خاطرة شخصية، وهذه ليست من نطاق ويكي الكتب.

الترخيص الحر وحده لا يكفي. قد يكون النص حراً من جهة حقوق النشر، لكنه خارج نطاق ويكي الكتب من جهة طبيعة المشروع.

كذلك، ويكي الكتب ليس بديلاً عن ويكيبيديا. المقالة الموسوعية العامة مكانها الطبيعي ويكيبيديا، لا ويكي الكتب.

الفرق الجوهري أن ويكيبيديا تبني مقالات مستقلة حول موضوعات، أما ويكي الكتب فيجب أن يبني كتاباً تعليمياً مترابطاً: مقدمة، فصول، تسلسل، أمثلة، أهداف، فهرس، وربما تمارين أو تطبيقات أو مراجع.

وعليه، فالمحتوى الذي يكون مجرد مجموعة مقالات أو معلومات عامة لا ينبغي أن يبقى في ويكي الكتب إلا إذا أعيد بناؤه ككتاب تعليمي حقيقي.

كذلك، المشاريع الموسوعية العامة مثل «موسوعة كذا» تحتاج إلى فحص دقيق. إن كانت مجرد مقالات موسوعية، فهي ليست مناسبة. أما إن كانت كتاباً تعليمياً منظماً ذا خطة وفصول وتسلسل واضح، فيمكن النظر فيها ككتاب.

الموضوعات الدينية والسياسية والفكرية ليست ممنوعة بذاتها. يمكن أن توجد كتب تعليمية محايدة عن الأديان، والمذاهب، والفرق، والفكر السياسي، والتاريخ الديني، والمصطلحات الفكرية.

لكن المشكلة تظهر عندما تتحول الصفحة إلى نص دعوي، أو مناظرة مذهبية، أو دعاية سياسية، أو مقال رأي، أو مادة جدلية غير تعليمية، أو قائمة مصطلحات منفصلة بلا كتاب رئيسي، أو خطاب أيديولوجي لا يلتزم الحياد ولا البنية التعليمية.

المعيار ليس حساسية الموضوع، بل طريقة بنائه. الموضوع الحساس يمكن أن يكون مقبولاً إذا عولج في كتاب تعليمي محايد ومنظم وموثق. أما النص المنبري أو الدعائي أو الجدلي فليس من نطاق ويكي الكتب.

أقترح أن يعتمد المجتمع تعريفاً عملياً واضحاً لويكي الكتب العربية، نصه:

ويكي الكتب العربية مشروع لإنشاء وتطوير كتب تعليمية حرة باللغة العربية، تشمل الكتب الدراسية، والأدلة العملية، والكتيبات التعليمية، والنصوص المشروحة، وكتب الأطفال التعليمية، والكتب المرجعية المنظمة، بشرط أن تكون ذات بنية كتابية واضحة، وهدف تعليمي، وتسلسل داخلي، وقابلية للتطوير التعاوني.

وبناءً على هذا التعريف، يقبل في ويكي الكتب العربية:

1. الكتب التعليمية.
2. الكتب الدراسية.
3. الأدلة العملية.
4. الكتيبات التعليمية.
5. كتب تعلم المهارات.
6. كتب البرمجة والعلوم واللغات والرياضيات والفنون والحرف.
7. النصوص المشروحة تعليمياً.
8. كتب الأطفال التعليمية غير الخيالية.
9. كتب الطبخ، بوصفها مشروعاً فرعياً معروفاً في ويكي الكتب.
10. المعاجم أو القوائم إذا كانت جزءاً مساعداً داخل كتاب، لا مشروعاً منفصلاً بلا بنية تعليمية.

ولا يقبل في ويكي الكتب العربية:

1. الروايات الأصلية المنشورة كما هي.
2. المجموعات القصصية.
3. الخواطر الشخصية.
4. المقالات الموسوعية العامة.
5. السير الذاتية والتعريفات الشخصية.
6. الدعاية التجارية.
7. البيانات الحزبية أو الأيديولوجية.
8. صفحات التعريف بكتاب أو مؤلف.
9. النصوص المنقولة بلا شرح تعليمي.
10. القوائم والمصطلحات المنفصلة التي لا تخدم كتاباً تعليمياً.
11. أي صفحة لا يمكن تحديد علاقتها بكتاب تعليمي واضح.

إضافة إلى مشكلة النطاق، توجد مشكلة هيكلية في ويكي الكتب العربية. لا يوجد قالب موحد لرأس الكتاب، ولا توجد حالة اكتمال دقيقة لكل كتاب، ولا يوجد تمييز واضح بين صفحة كتاب وصفحة فصل وصفحة مقالة، ولا توجد بنية رفوف وتصنيفات مستقرة بما يكفي، وتوجد صفحات قديمة من نظام «المكتبات» وصفحات من نظام «الرفوف» دون دمج واضح.

كذلك لا توجد آلية واضحة لمعرفة هل الصفحة كتاب، أو فصل، أو بذرة كتاب، أو مقالة، أو خارج النطاق. ولا توجد سياسة عملية واضحة للتعامل مع الروايات والقصص والموسوعات والمقالات الدعائية. وبعض الصفحات تبدو كأنها كتب، لكنها بلا فهرس تعليمي واضح أو بلا تصنيف صحيح. وبعض الكتب تحتاج إلى تمييز بين «مكتمل بنيوياً» و«مكتمل عربياً» و«مترجم جزئياً» و«يحتاج مراجعة».

لذلك فإن المطلوب ليس حملة حذف فقط، بل إصلاح بنيوي كامل.

أقترح أن يناقش المجتمع العربي، ومعه من يرغب من مجتمع ويكيميديا الأوسع، البنود الآتية:

1. اعتماد تعريف واضح لنطاق ويكي الكتب العربية بوصفه مشروعاً للكتب التعليمية الحرة، لا منصة نشر عامة.
2. اعتماد قاعدة أن الروايات والمجموعات القصصية والخواطر الأصلية ليست من نطاق ويكي الكتب، إلا إذا كانت جزءاً من مادة تعليمية مشروحة.
3. اعتماد قاعدة أن المقالات الموسوعية العامة ليست من نطاق ويكي الكتب، وأن مكانها الطبيعي ويكيبيديا، ما لم تتحول إلى كتاب تعليمي مترابط.
4. اعتماد قاعدة أن النصوص المنشورة سابقاً لا تُنسخ كما هي في ويكي الكتب، بل يمكن دراستها أو شرحها أو تحليلها تعليمياً.
5. اعتماد قاعدة أن الموضوعات الدينية والسياسية والمذهبية لا تقبل إلا بصيغة كتاب تعليمي محايد ومنظم وموثق.
6. إنشاء أو تحديث صفحة سياسة واضحة بعنوان: b:ar:ويكي كتب:نطاق ويكي الكتب أو b:ar:ويكي كتب:ما هو ويكي الكتب.
7. إنشاء قالب موحد لرأس الكتاب.
8. إنشاء قالب موحد للفصول.
9. إعادة بناء نظام الفهرسة والرفوف وفق بنية: قسم ← رف ← كتاب ← فصل.
10. جرد جميع صفحات النطاق الرئيسي وتصنيفها إلى: كتاب صالح، فصل، بذرة كتاب، يحتاج دمجاً، يحتاج نقلاً، خارج النطاق، مرشح للحذف.
11. فتح نقاشات حذف جماعية للكتل الواضحة الخارجة عن النطاق، مثل الروايات والمجموعات القصصية، بدلاً من نقاش منفصل لكل فصل.
12. منح مهلة تصحيح للصفحات القابلة للإصلاح قبل حذفها، خصوصاً الصفحات التي يمكن تحويلها إلى كتب تعليمية حقيقية.
13. تحديث الصفحة الرئيسية بعد إصلاح الفهرسة والنطاق، لا قبل ذلك.

أقترح تنفيذ الإصلاح على مراحل:

1. تحديث صفحة تعريف ويكي الكتب العربية.
2. إضافة صفحة أو فقرة واضحة بعنوان: «ما ليس ويكي الكتب».
3. الاستفادة من سياسات ويكي الكتب الإنجليزية مع تعريبها وتكييفها للمجتمع العربي.
4. فتح نقاش محلي في ويكي الكتب العربية بالتوازي مع هذا النقاش في الميتا.
5. جرد كل صفحات النطاق الرئيسي.
6. تحديد نوع كل صفحة: كتاب، فصل، بذرة، مقالة، رواية، إعلان، سيرة، خارج النطاق.
7. إنشاء صفحة عمل محلية بعنوان: b:ar:ويكي كتب:مشروع إصلاح النطاق.
8. اعتماد نظام: قسم ← رف ← كتاب ← فصل.
9. وضع كل كتاب في رف واضح.
10. منع وضع صفحات الفصول مباشرة في رفوف الموضوعات.
11. إنشاء تصنيف خاص بكل كتاب.
12. إصلاح التصنيفات الإنجليزية أو غير المعربة إن وجدت.
13. ربط الرفوف والكتب بما يقابلها في اللغات الأخرى عند وجود مقابل صحيح.
14. حذف الإعلانات والدعاية الواضحة.
15. فتح نقاشات حذف للروايات والمجموعات القصصية.
16. تحويل الصفحات المقالية القابلة للإصلاح إلى كتب تعليمية.
17. نقل أو حذف الصفحات التي لا يمكن إصلاحها.
18. عدم اعتبار الإذن أو الترخيص سبباً كافياً للإبقاء إذا كان المحتوى خارج النطاق.
19. إضافة قالب رأس كتاب.
20. إضافة فهرس موحد.
21. تحديد حالة الاكتمال.
22. تحديد مستوى القراءة.
23. إضافة خطة تطوير.
24. مراجعة اللغة والتنسيق والتصنيف.
25. تمييز الكتب المترجمة جزئياً عن الكتب المكتملة فعلاً.
26. إنشاء مسار خاص للكتب الطبية والقانونية والعلمية التي تحتاج مراجعة دقيقة.

أطلب من المجتمع التعليق على الأسئلة الآتية:

1. هل توافقون على أن ويكي الكتب العربية يجب أن يقتصر على الكتب التعليمية الحرة، لا على أي نص طويل أو كتاب حر؟
2. هل توافقون على استبعاد الروايات والمجموعات القصصية الأصلية من نطاق ويكي الكتب العربية؟
3. هل توافقون على أن المقالات الموسوعية العامة مكانها ويكيبيديا لا ويكي الكتب، إلا إذا أُعيد بناؤها ككتاب تعليمي؟
4. هل توافقون على إنشاء سياسة محلية واضحة بعنوان «نطاق ويكي الكتب»؟

لكن استمرار الوضع الحالي يعني أن ويكي الكتب العربية سيبقى مشروعاً غامضاً: لا هو ويكيبيديا، ولا ويكي مصدر، ولا مدونة، ولا مكتبة تعليمية واضحة.

إذا أردنا إحياء المشروع، فعلينا أولاً أن نجيب بوضوح:

ما هو ويكي الكتب العربية؟

ثم بعد ذلك فقط نستطيع أن نقرر: ما الذي يبقى، وما الذي يطوّر، وما الذي ينقل، وما الذي يحذف.

Is Wikimedia blocking all external HTTP requests?

I'm running an external (non-WMF) MediaWiki site, and I'm trying to use MediaWiki's "upload by URL" feature to import local copies of files from Wikimedia Commons (using the upload.wikimedia.org address, as the wiki seems to think that the commons.wikimedia addresses aren't actually images). I'm aware of InstantCommons and I do use that feature as well, but for many purposes I prefer to host all files locally so that I'm not dependent on Commons potentially deleting or altering them and so that everything is managed in one place. Anyway, recently I have been unable to upload anything via direct URL from Commons, because I keep getting a 429 Rate Limit error telling me to contact the Wikimedia bot traffic address, even though I am certainly not a bot nor running a bot. I've never had this issue until recently, and it keeps happening even on the first attempt after clearing browsing data/resetting the server IP address/etc. Is Wikimedia blanket-blocking all HTTP requests from external sites by default now for some reason? If so, what should I do to bypass this?
