Ciao, se mi rispondi sulla tua talk ricordati di pingarmi (con la chiocciola o col Template:Ping), altrimenti non mi arrivano le notifiche. No, la regola del 1976 deriva dall'applicazione del copyright americano, non di quello italiano. In linea di principio le foto su commons debbono rispettare sia il copyright del paese d'origine che quello USA. Il copyright americano per le opere il cui copyright è di un'azienda (e direi che la Panini vi rientra) prevede una durata di 95 anni dalla pubblicazione. Quindi oggi sono in pubblico dominio le opere pubblicate nel 1930, l'anno prossimo quelle del 1931, ecc.
Perché allora fino al 1976 è tutto ok? Perché la legge americana che nel 1996 estese il copyright americano anche alle opere pubblicate all'estero (il URAA) prevede anche un'eccezione per le opere che al momento dell'entrata in vigore della legge erano in pubblico dominio nel paese di origine. In Italia quindi, dato che il PD-Italia all'epoca durava 20 anni, il calcolo da fare è 1996-20=1976. Quindi no, la soglia del 1976 rimarrà valida su commons ancora a lungo, fino al 2072...
Come ti dicevo però c'è un'alternativa, che è caricare quelle foto su it.wiki, dove si è deciso di applicare solo il copyright italiano. Occhio però che anche su it.wiki si possono caricare le foto solo fino al 2004 a causa dell'estensione dei termini del PD-Italia da 20 a 70 anni che c'è stata l'anno scorso (quindi le foto del 2005 entreranno nel pubblico dominio italiano nel 2076).
