The file as currently uploaded exhibits severe recompression artifacts, probably due to something going fundamentally wrong in archive.org's JP2 -> JPEG recompression and scaling for PDF export. (The upper half of the image is scaled with a different factor than the lower half, there's grays where there's none in the actual scan etc.)

Compare the original scan on https://archive.org/details/reportaccountsfr00cent/page/n12/mode/1up
